will a MSi GeForce GT 730 4GB 128-Bit DDR3 PCI Express 2.0 x16 H with a optiplex 3020 sff if I get the 400 w psu upgrade?

Solution
Dell OptiPlex 3020 - SFF - Core i5 4590 3.3 GHz - 4 GB - 500 GB

CPU - Keep, it's actually not bad. Cooler can come with it too.
RAM - toss, replace with 8GB kit. Don't try mixing and matching RAM. 4GB isn't enough for gaming.
Motherboard - toss, buy another LGA1150 board. The motherboard is proprietary.
Power supply - toss, replace with decent unit
Graphics card - get a GTX 1050 at least
Hard drives - Keep the 500GB, add an SSD for the games and OS
Case - Toss, get a new one. Can't do anything with a SFF Dell. Proprietary everything.

CPU: Intel - Core i5-4590 3.3GHz Quad-Core Processor ($0.00)
Motherboard: MSI - Z97 PC MATE ATX LGA1150...

That full height MSI GeForce GT 730 [N730-4GD3V2] graphics card will not fit into the Dell OptiPlex 3020 SFF's computer case. You need to get a low profile graphics card that includes the low profile mounting brackets. There is an example of such a card on the link that you provided:

https://www.ebay.com/itm/ZOTAC-GeForce-GT-730-Low-Profile-4GB-64-Bit-DDR3-PCI-Express-2-0-x16-x8-lanes/201874986465

That TFX form factor PSU will not fit into the Dell OptiPlex 3020 SFF's computer case either. It doesn't have the correct physical dimensions. The Dell OptiPlex 3020 SFF uses a proprietary +12V only PSU. There isn't a 24-pin power connector on the motherboard.

Neither the 730 GT nor the 1030 GT will make a beastly gaming computer. These two graphics cards are out performed by Ryzen integrated graphics and vastly outperformed by entry level gaming cards like the GTX 1050.

That Optiplex 3020 SFF also uses a proprietary, specially sized power supply so you cannot simply replace it with an ATX one. The PSU in that PC if I remember looks more like a long rectangle than a cube. If you had a non-SFF Optiplex it would be a different story. The only power supplies I see for that unit are all 255W which isn't enough to run even a 1050 GTX.

I would just buy another 4th gen Intel motherboard, buy a new case, and build a new PC out of the:

- Dell CPU
- Dell RAM
- Dell drives
- New motherboard
- New PSU
- New graphics card
- New case

Dell computers are not designed for upgrades and the proprietary power supply and motherboard severely limit your options.

From what I've seen the GT 1030 hangs with or beats both Ryzen iGPUs more often than not.

I would definitely consider building a custom pc out of the old parts from the Dell SFF if he wants to upgrade the PSU and get a more powerful GPU (GTX 1060 or above.) But with the GT 1030 you don't have to upgrade the PSU or get a different case as long as you get a Low Profile GT 1030 with the bracket.

Depends on the games/applications. GT 1030 and Ryzen trade blows depending on the applications. I consider them pretty much equal. That is still a remarkable achievement for AMD, getting a budget HTPC level GPU for free with your CPU. The performance differences between the two are negligible anyways. If you tried to play a game like Siege or GTA5 on them with medium/high settings you would get crushed. I cannot recommend either for a beastly gaming PC unless you're trying to play Minecraft or League of Legends.

What is the CPU in the computer? Best thing if you want a "beasty gaming" computer is remove the RAM, CPU and hard drive from the computer, toss the rest. Get a new case/motherboard/power supply/video card.

you'd have to get the motherboard somewhere else like eBay. They aren't in stores anymore. 500USD and you'd have decent budget PC. You already have the CPU.
