gtx 1070 can barely run games?

A couple of things to check...
-GPU drivers up to date?

-CPU/GPU temps within safe range?
(CPU/GPU should be under 80C)
-Monitor plugged into GPU and not motherboard?

Well 81C is warm for the GPU but still fine as it shouldn't cause thermal throttling but you could check the GPU speeds while gaming and see if they dip which will cause the lower FPS.

Use HWmonitor.

You'll see a lower idle speed (clock speed) when your not in a game and then it should increase once your gaming.
