My i75820k got high temp with low usage

This is when PC is idle, when I run games such as Rainbow six siege, Warhammer vermintide 2 on lowest settings, game lags alot and cpu starts burning. I feel like my CPU is under performing.
Did anti-virus check with MSE.
Cleaned dust with pressured air.
Reapplied thermal paste between water-cooler and cpu.
Power supply to cpu is set to 100% max.
 
Solution
It could be the pump has broken up a bit and is causing an obstruction in the liquid flow. That is the only other thing I can think of. Buy a new aio.

Oh and your not supposed to connect the fans to the cpu fan header. Your supposed to connect the pump power cable to it. But again I think there is an obstruction and it is time to get a new AIO.

The fans on the radiator are either not running or they are not registering. The box that says H100i gtx fan is reading 0. It should be showing the fan speed of the radiator fans. Either the setup is broken or you put it together incorrectly.

There are fans on the radiator, the fans are spinning, the reason why it doesn't register is because I didn't connect them to the pump, this is because for some reason, my PC won't start and will enter straight into bios if I don't plug something on the "cpu fan" slot on the motherboard, it will say something like "cpu fan error".

My PC was running smoothly for quite a while with a setup like this, only recently it suddenly slowed down and I can even feel the lag while typing now. I tried shutting down, let it cool, but as soon as I start and enter bios, cpu starts to rise in temperature to around 90. Everything in bios is on default.

That seems to be the problem, just got a new cooler installed, and everything seems fixed, thanks for the help!
