First time builder, rig boots but can't install Windows because it won't reset

Hi folks, first-time builder sweating bullets here.

I built a new system myself for the first time today (parts here: https://pcpartpicker.com/list/gnHP6s ), and it seemed a little weird when I first plugged it in, but I got it to boot into the BIOS and everything looked good. RAM all there, boot drive priority correct, all fans working, processor info and temps look good, etc. I set the RAM to 3200 (which is what it is) and then hit F10 to save and exit, which worked but then nothihg happened. No reset, nothing. Just a blank "no input detected" screen and the PC internal LEDs/fans never stopping, just remaining on.

I ultimately hard reset it and went to boot mode, started installing Windows from USB. That worked fine until Windows install hit the point where it needs to reset. Same thing happened - it "reset" in the sense that the screen went blank, and keyboard and mouse LEDs turned off, but the PC itself didn't do anything - the lights inside were still on, fans still spinning, and no matter how long I waited, nothing changed.

I did some more hard resets and tried Googling around. Ultimately I tried to install Windows again, so you can see this happening in this video: https://www.youtube.com/watch?time_continue=1&v=eLte5-biWyI So you can see the install goes fine, but then when it resets the screen just goes blank and nothing ever comes back. I wonder: does that "the system failed to boot several times before" issue mean it's trying and failing to reset repeatedly until I hard reset it or something?

Or could it be something to do with the front-board connector pins, somehow? Here's what my mobo manual has about pins and photos: https://imgur.com/a/1peXz

Originally, I had the power pin arrow side in top-middle-right and non-arrow side in top-far-right, and reset pins also horizontally but offset one space to the right. When I rearranged, I put them vertically next to each other (as pictured) so now the far right bottom pin is the empty one. But either way, power button seems to work (as hard reset works) and resetting itself doesn't.

Help! What do I do to get the reset issue fixed, and once it is, how do I deal with the inevitable mess of multiple unfinished Windows installs left in its wake...?

 
Solution
So the pin layout in your manual shows how to orient the front panel. If you look carefully at the black connectors that attach to the board, you will see an arrow on many of them toward one side.

Personally, I treat the wire where the arrow is at as the hot wire, or + if you will, and the other part as ground.

Also, you did install standoffs so that the board can't touch the backplate on the case and nothing is shorting the board right?

You said you set the ram at 3200? What speed ram is it? I would consider trying to just reset the bios to default settings. In fact, you might look up your motherboard and see if any bios updates are available for it. But set it back to optimized defaults, save and reboot, then see if it...

In fact, you might look up your motherboard and see if any bios updates are available for it. But set it back to optimized defaults, save and reboot, then see if it doesn't work properly. You can always worry later on about setting the ram to a higher speed, but perhaps there is something on the way the board is setting the ram speeds that it doesn't like.
