[ISSUE] Constant Stuttering in Almost Every Game I Play

Hey guys,

I've had this issue for quite some time but recently its reached the peak of annoyance for me.

Almost every game I play (most notably Fortnite, PUBG, DotA 2, CS: GO, along with a bunch of other games — mostly open world games like The Witcher 3 and MGS V) has sporadic but constant frame rate stutters that can last from anywhere to a second to several.

I've tried analysing/fixing it by:

  • Resetting PC, completely fresh from USB
    Disabling Windows Defender by making every drive an exception
    Uninstalling all Windows Apps bundled with W10
    Disabling all forms of telemetry on W10 and Nvidia
    Installing essential drivers only (Graphics and Sound — however LAN keeps on getting auto-installed by Windows so that could be an issue, tried disabling it advanced system settings and by policy but it still gets through before I can install my own)
    Installing drivers from motherboard manufacturer
    Doing a memory diagnostic test (8 tests on the highest mode including cache — all clear)
    Checking power wattage, it's 600W and I need 480 recommended according to PSU Calc
    Checking power voltage, appears alright to me but can be wrong
    Playing games on an SSD — Still get the same amount of stuttering

I might have forgotten some things, if so I'll get back to you guys ASAP.

Currently using Window's driver verifier to see if any BSODs occur.

One odd thing to note is some games will run like liquid, and others will be a complete mess. For example DOOM runs quite well on high settings and never stutters at all if not to a noticeable degree.

Wow,you really put a 1080 on a fx-8350?
What's the model number of your motherboard?
Usually what you describe happens if the CPU doesn't get enough cooling,temperatures never rise because the fail safes will clock down the CPU to keep temps safe,this downclocking will mean much slower gaming until temps recover.
On a lot of motherboards this is caused by the VRMs overheating so it's even trickier to diagnose.

Yeah, its gonna go into a new and better intel build within the year fortunately.

The model of my motherboard is an ASUS Sabertooth 990FX Revision 1

Despite having a 1080 and a somewhat decent CPU, I very rarely play games with so high graphics that it would even overheat to the point that it'd try to underclock itself (CPU gets to 40 - 45 degrees Celsius max in most games and stays 20 - 28 when idle).

Also it happens at any point during gameplay, for example in DotA the stuttering is there at the start for a few minutes then completely sporadic after that, long before my PC even heats up a tad.

Open world games appear to be the worst for some estranged reason.

If that was the case, how would I go about diagnosing it?
 
Run a game in a window and have cpu-z open in a corner and look if the CPU stays at the clocks it should stay at.
Or you can set up msi afterburner to show you the clocks while gaming full screen but it's somewhat complicated.

The only other common problem would be a slow hdd causing frame drops but that shouldn't happen when playing from a ssd.

Hey, sorry for the late reply. Haven't really had time to diagnose it as of late.

I played Final Fantasy XV for about an hour and it had consistent stutters every 5 - 10 seconds throughout, clockspeed remained consistent, only dropping to 3720 MHz rarely.

I couldn't figure out Afterburner so I just went with HWMonitor again:
