I have 3500 dollars as my budget
Should be able to run max all new games for the next 2-3 years
Doesn’t need to include monitor
Should include keyboard and mouse

I'm going to assume you only need to run games and are not doing anything demanding in different ways (Autocad, 3D Modeling, etc). If you're just playing games, you don't need an i9 intel processor, save the money and spend it on something like extra storage. Anyway, here's my advice:

Notes:

The 960 Pro M.2 Drive would be for your operating system.

The 850 Evo Drive would be where you could place your games, and since it's an SSD you would have pretty fast load times.

This build leaves you about $225 for a mouse and keyboard, which is a decent amount for a high end build such as this. Make sure to invest in good accessories.

Also, if you need to make a cut with this build change the 960 Pro M.2 SSD down from 512 GB to 256, 512 is solely for luxury.

Forgot to mention, you will definitely want to use a 1080 Ti for this build, so make sure to pay attention to the brand of the card.

General recommended brands for Nvidia cards such as this are Asus, MSI, and EVGA. Other brands such as Gigabyte are fine as well, however they are not as highly regarded as the three I mentioned above. Try to stay away from brands such as PNY and XFX, as they generally are not as good for various reasons such as poorer card quality and customer service.
