I'm buying a new computer with an
i5 4440. I wanted to ask if the CPU
Will bottleneck the gtx 690 . I also
need suggestions for any other used
GPU in the under 200$ range.

No. It will not bottleneck a 690, nor a much faster card.
Check prices on ebay or similiar in your area. You might get a good deal on a 980. You can definately get a 970 for under $200

forgot to say, 690s still sell for a high amount, if factoring recouped $, then you can get a 1070

I have an i5-4440. Mine is on a H81 chipset motherboard, so in my case the RAM causes micro stutters from time to time as it can't always keep up. Usually on big load sequences. The H81 chipset memory speed is locked at 1600 MHz. The processor itself handles games fine for me.
