Possible Graphics Card Issue (with Video)

Hi Guys,

I've recently encountered a Graphical error (?) with the games I play. The problem has been more and more pronounced within the last few weeks. I've recorded the footage of the ‘stutter’ on my phone to really show what I can see in real life; I didn't want screen capture software to distort what I can see in real life when playing a game.

( Video of the 'stutter' : https://www.youtube.com/watch?v=HqfEqglgzxI )

The issue is like a stutter however I don't lose any frames? For example, I can run Witcher 3 at pretty much high - max settings and maintain a solid 55-60 frames but still encounter this issue? The issue happens regardless of what graphical settings I play at... The issue persists with and without v-sync and with or without a frame rate cap.

My setup is as follows;

CPU: AMD FX 8320 Eight-Core Processor
GPU: AMD Radeon MSI Gaming R9 290
RAM: 8 Gigs
OS : Microsoft Windows 10 (build 16299), 64-bit

(UPDATE: I forgot to add that my monitors are two; Dell Ultrasharp U2414H)

GPU Driver: AMD 18.3.1

The issue is at its worst with more graphically advanced games like; Rainbow Six Siege (as shown in the video) and Witcher 3, and it also seems to be more pronounced when playing more open world-y type games aswell.

Any ideas as to what this could be? (My hunch is that its an issue with the Graphics Card)

Thanks so much in advance,

-Ryan

100% CPU and GPU might certainly lead to stuttering. Looks like you are maxing out the GPU memory though. What about the system memory?

96C is technically okay for a GPU, but really at the top end of what is acceptable. I assume this is a blower style GPU? But you are right, doesn't appear to be any throttling going on, the core clock is a pretty straight line. (Might try reapplying thermal compound on that thing, could make a few degrees difference)

We are getting together this weekend for his system rebuild. Found an amazing deal (probably a mistake on their part). Got an entire i7-4790 , 8GB system for $250. Paired with his GTX 970 he is going to have a decent machine and we should be able to cram his old ram in there. I'll...

Well your CPU is going to start showing its age in new titles. R9-290 is still a decent high end card for 1080p @ 60hz.

Have you been monitoring your memory usage when playing these titles? 8GB is usually enough, but there are a few games out that can break past that.

I own Witcher 3 from my last GPU purchase, but those style games don't interest me much. I don't recall how much memory it required at 1080p, but I imagine it is a lot. Not sure about Rainbow Six (my friend has been pestering me to get it)

Hi Eximo, thanks for the quick reply;

Attached is a MSI Afterburner hardware monitor screenshot of me playing R6 Siege for around 10 mins with the stuttering ever so present.

I can't seem to see anything out of the norm. The temp of the card usually hits 94-96 however I have queried this in the past and was informed by multiple people that this is the norm for not only AMD GPU's but the series 200 card in-particular.

(BTW: 100% buy R6 Siege; one of the best First Person Shooters to date, what makes it even better is the constant addition of free, new content by the developers! (Which unfortunately is rarely found in triple A games these days!))
