My PC is not starting.

I have built 3 PC's so I have a good grasp on what I am doing, but I'm in quite a pickle. I built my PC, and fully connected everything properly, and I checked it multiple multiple times. When I switch my power supply on the rgb lights on my power supply light up, but when I press the power button nothing happens. No fans start or anything and I know I had it set up properly. I looked and looked for about 2 hours and everything seemed correct, 32 gigs of RAM installed and all of the cables in the correct spaces.

First off I tried to hard start my PC by connecting the metal "pwr switch" prongs and i got absolutely no reaction. No lights nothing.

So I unplugged everything except the case lights, hard drives, fans and then I decided to try and test the power supply by bridging the green and black wire, And presto all of the rgb lights and all of the fans turned on in the case. I believe this indicates that the power supply is functional.

So I purchased a new motherboard as I personally feel the Mobo was not functioning properly....

Does anyone else have any ideas on what or how I could fix this issue if my new motherboard that arrives tommorow doesn't do the trick. Is it the cpu? Or the graphics card?
