CPU Problem with CS GO

Im playing on an aim map which is very small and get around 200-300fps but every few minutes it would go all the way down to 60fps.

I had task manager open on my other monitor and it appears that CS GO would stay around 40-60% and spike up to 90% but doesnt affect the fps until it drops all the way down to 10% and it would stay at 60-80fps until it slowly goes back up to around 40% cpu usage.

Its really weird I have only noticed it on CS GO. Other games haven't been affect by it.

CPU temps only goes up to 66.9 degrees

EDIT: To further clarify it appears that my cpu fluctuates up and down and by reaching 90%+ it goes down to around 15% and up which causes lag (300fps to 60fps). Really weird problem please help

SPECS:

CPU: AMD FX(tm)-8320 Eight-Core Processor
RAM: 8GB
GPU: Nvidia GeForce GTX 750 Ti
 
The FX is not an overly strong gaming CPU, your RAM is only 8 GB, and the GTX750 is hardly a powerhouse either...

Perhaps some service/application within your OS is periodically firing up/'phoning home', and, robbing you of resources, or, perhaps certain areas of activity and players on a given CS:GO map lag out with lots of action for more folks than just you ...

Other games aren't affected such as Witcher 3, Fortnite, Overwatch etc. I could being in certain places in the map or amount of people being a problem. But the problem still persist even when im standing with pretty much nothing around me.

The cpu would just keep fluctuating it is very weird. This is happening after I had to switch my motherboard and cpu for a different one, although its the same CPU but different motherboard.
