The title says it all. Let's say you will delid a cpu and put as well on the gpu. Is it also ok to use it on a liquid cooler or just use an air cooler?

Solution
if the liquid cooler is cold plate made of copper - it will work.
BUT:
deliding the CPU usually means replacing the TIM between the CPU die and IHS with liquid metal. And using normal thermal paste between the IHS and cooler.
putting liquid metal on GPU is:
1. very risky.
2. kinda pointless as the improvement is within couple of degrees.

Have no idea why you want the lowest possible temps with undervolting.
If you try to lower TDP - just buy more power efficient parts.
If you want to save on electricity bill - it will take long time to compensate the cost of liquid metal (assuming you won't break anything in the process).

I could be wrong but i think there might be some corrosion problems with certain materials. Best to check with the manufacturer or find out what materials are used in the parts youre working with.

How cool you want to go? is it honestly worth the hassle?

Not overclocking it, instead the lowest temp. that I can go like undervolting it and stuff.

Okay here's your answer: It will work but if you're just going for lowest temp with no overclock it really is not worth the trouble. If you want to then it will work but not worth it if I give my honest opinion.

MERGED QUESTION
Question from dantemajin : "Is Conductonaut compatible with this liquid cooler?"

If not, is there any alternatives or should I just use a better thermal paster instead of liquid metal

Why do you want lowest temp?
You want reliabilty then get air cooling. The answer is noctua. D15 (double tower) or single tower U14s. The d15 beats a lot of liquid coolers and the u14s isnt that much warmer.
It comes with a syringe of noctuas thermal paste.

Liquid coolers can leak, their pumps can fail (oh now your effed) and whats their lifespan regarding mounting kits? Will the manufacturer make an update for the model?
Nocuta will send it to you anywhere in the world for free. Their fans are guaranteed for 6 or 7 years.

TLDR - a big dumb block of metal with highest quality fan
