Frequent FPS drops, (only in game) video of actual problem in post

So about two weeks ago I made a post about me having frequent FPS drops that were only happening in game (I'll post my entire post again in here). The FPS drops were fixed by turning off AMD's feature called Turbo Core (https://www.youtube.com/watch?v=n2h4Zdf-BXU I followed the steps in this video and it fixed the stutter). But now all of a sudden, the stutters are happening again. It's the exact same problem I had before, even though I didn't touch anything. Just out of nowhere it started happening again. At this point I'm actually lost and I really really don't know what to do anymore, especially after what I thought was the fix, just randomly stopped working.

Description of problem (video of the actual problem further down in the post)

I'm running into this weird problem where whenever I'm in game, every like half a second or so, my FPS drops. It only drops for like half a second (or even less) and goes back up again. Whenever I'm walking and focussing on for example a rock in game, it's like it stutters. I've tried multiple games (CSGO, PUBG, Fortnite) and it happens in all of them. I run into no problems at all while watching streams on twitch or videos on youtube. It's literally only happening in game.

Now I've noticed something while playing CSGO. CSGO has a console command where you can see your FPS, ping and all sorts of other things (net_graph 1 is the command) and I noticed that when I capped my FPS at 180 (no particular reason for 180, was just trying things out), it would drop to 120 every like second or so, matching with the stutter I am experiencing while walking or running in game. The sound though is fine. I can spray my gun without hearing any stuttering.

Try to focus on the guns hanging off the wall, and you can very clearly see the stutter.

Unfortunately you can't really see the FPS (down at the bottom) drop everytime the stutter happens, but you can see the second number (the 9) change, so it is dropping.

Now I've tried upgrading my GPU drivers to the latest ones, lowering all graphical settings in game, I've been watching my CPU and GPU temperatures with HWMonitor which seem fine, tried turning off AMD's Cool'n'Quiet (tried it out because apparently it worked for someone) but I'm still getting these stutters/FPS drops or whatever you'd like to call it.

When the stutter was fixed, I even started streaming games like CSGO, Fortnite and even PUBG and it all worked perfectly fine. It started happening again yesterday when I loaded up CSGO (not streaming) and the stutter was back.

Starting to get rather desperate at this point so here we are. Hopefully someone has encountered this problem before and knows what is causing it and/or how to fix it.

So like a day after posting this (March 7th 2018), it stopped happening again. I was able to play and stream without any problems at all untill today. I turn on my PC and there it was again. The exact same problem, and no way to fix it. I was watching streams on twitch and videos on youtube without any trouble. When I decided to stream myself, I found out that the stutter was happening again.

Even though it's probably gonna fix itself again somehow, I'd still like to know if there's anyone who has ever seen or experienced this before and knows a way to completely counter and eliminate this rather annoying problem. Hoping there's someone out there who reads this and knows what's going on.
