Better depends on what you are looking for.
The Passive card is silent so if you are looking for low noise it's the best option.
Performance wise they are very close since they use the same GPU but the edge goes to the Phoenix fan OC edition as it has the higher clock speeds and will likely boost higher as it is actively cooled.
