Mouse and Keyboard stopped working after USB drive was plugged in

Hi. I'll start from the beginning. So, I needed a USB flash drive, so I got one, 16gb, New, and I plugged it into my computer. I built this computer myself after no shortage of headaches back in July of 2017. Everything was perfectly fine, but when I plugged in this flash drive, my mouse and keyboard stopped working. They seemed to be getting power, but the RGB lighting only worked immediately after I pressed a key(which did nothing.) I unplugged the flash drive and turned off my computer using the power button, and the problem still persisted. My mouse and keyboard DO work in bios, however. They only stop functioning when windows loads. I managed to get into safe mode once when windows showed a screen that says that windows shut down improperly. The mouse and keyboard still didn't work. I am at a loss here, and I really need my computer for work. I would greatly appreciate any advice you can give me. Thank you.

CPU: Intel i7 7700k
GPU: NVIDIA GTX 1070
RAM: 16GB CORSAIR VENGEANCE LPX
STORAGE: 240GB SSD and 2TB External Hard Drive
MOTHERBOARD: MSI Z270 SLI PLUS ATX
I Use windows 10

Solution
Something is messed up with the o/s usb config or drivers. Not sure how that can happen or what the best solution is.
If you can , id also post on win10 forums. With a proper install this stuff should just work.
