should i buy a static ip from my isp if i want to port forwarding??

i have huawei B315s-22 router
i want to port forward to my pc

i made a virtual server ( port forward record ) and put my pc's local ip and tried many ports , and i run a listener (utorrent ,And another program i wrote ) on my pc ,but when i go to check (portchecker.co , And my program didnt connect ) the port it always says CLOSED! ,And when i contacted with my isp they said that i have to buy a static ip . Is that true ??

are they blocking ports on purpose to force us to buy static ip??
what if i unlock that router , what will happen then ??


ive tried every thing to port forward but its always closed when i check it

Sorry but i might dissapoint you, huawei is limited router, by that i mean PRETTY LIMITED.
If it is hardwired not 4G or similar you can buy another router like DDWRT or any which is capable of port fowarding (it has to be done correctly by windows and by router to make an application actually working).
If you have phone connected to router it might cause random calls to your phone sometimes, happened to me.
