Hello guys, at my work place we are looking to buy a PC as of right now we are limited to 700€ maybe we could squeeze a bit more but not sure yet.

PC MAINLY WOULD BE USED FOR:
1. Adobe photoshop
2. Sony vegas
3 Adobe premiere and or after effects

Our cpu choices as of right now:
1. Ryzen R5 1600
2. Ryzen R7 1700
3. Intel i7-7700

a) Which would you recommend?
b) Are they all great for photo/video editing?
c) Is ryzen r5 even comparable to other two?

As for gpu:
1. Would integrated graphics be enough or dedicated is necessity?
2. Would 1050ti 4gb be good enough for given tasks?

P.S keep in mind we are talking about pre-builds so our choices are limited to those stated.
We will try to compare pre-build prices with seperate parts later.

Also note that Lithuania's prices might differ from prices you have.

Solution
For a pre- built office type PC, I would suggest the Intel processor. I think you will find a better selection to pick from. Plus the Ryzen motherboards are still pretty new. And they are still a little buggy in my opinion. The Intel motherboards are just the opposite.

From a performance point of view either Intel or Ryzen could be used.

For a typical office computer, there isn't likely to be a graphics card. But since you mentioned photo editing, I would recommend a graphics card. I would recommend that you look at the specific software you will use for minimum system requirements on the graphics card.

well for 700€ we can get a pre-build ryzen r5 1600 with 1050ti 4gb ;) That's why I mentioned those.

Here

Okay, Intel has stability :p roger that :DD

Waiting for other opinions.
