Ryzen 5 1600x v i5 8400

I'm currently in the final stages of selecting the parts for me first build (I really don't know much so I apologize if this is a dumb question. I originally was going with the 1600x until a friend told me about the 8400 performing a bit better and costing less. So I looked into it and decided I wanted it. Then I noticed it was only 2.8ghz. So my question is will the 8400 have to be overclocked to to compete with or outperform the 1600x out of the box with its 3.6ghz?
 


The 8400 is a bit better for gaming but not that big of a difference. Also the 8400 can't be overclocked.
The 2.8ghz is the baseclock if you look at the intel site you will see a boostclock and as long as the cpu can stay below it's max allowed temp it will boost to the max frequency.
