EVGA 1060 6GB
G.Skill Ripjaws (2x8) 16GB DDR3-1600
Gigabyte Ga-Z97X-Gaming 3

This is currently my build and I was told that my CPU may be bottlenecking my GPU. I also wanted to know whether I should even consider overclocking any of my parts without liquid cooling. Any response is welcomed

Solution
Your CPU is not bottlenecking your GPU. If it is, it is only a little bit in a handful of CPU heavy games

Most of your gaming performance will come from the GPU. So I would advise overclocking the 1060.

Here is a good GPU overclocking guide:

Overclocking the CPU will give you boost in performance in CPU intensive games.

Here is a good CPU overclocking guide. But you may want to look up a OC guide for your motherboard that will show you how to navigate the bios.

To my mind, overclocking is like building RAID arrays. There are only two reasons to do it
1) You have a particular problem that it will solve for you. Are game framerates too slow? If so, which is maxed at that time, the CPU or the GPU?
2) Fun, learning, the thrill of experimentation, and bragging rights.

Otherwise, don't.
