CPU Overheating - Fans cleaned, thermal paste reapplied. Still not working

My relevant info
Age of Computer: 1 1/2 years
OS: Windows 10
CPU: Intel i7-4770K 3.5GHz (Not overclocked)
Motherboard: ASRock 297 Pro3
CPU Cooler: Coolermaster Seidon 120V

I am, again, having temperature issues with my CPU. Back in November I had about the same problem, being my CPU Overheating, even in idle. Back then the problem suddenly fixed itself for no apparent reason. As the title says I have already cleaned out the fans and reapplied the thermal paste. I have read, that it might be a problem with the cooler being not properly mounted, or the internal pump of my cooler not working anymore. How do I check for any of those being the case? Since it fixed itself the last time this happened, I am again confused on why the CPU is overheating at 5% workload.

What kind of issues are you noticing? Will the computer boot? If it boots will it hang or run slow? Are you getting any kind of errord?

You can check if it's your cooler by installing a regular heat sink and fan (order an OEM Intel or 3rd party off eBay your choice). If the problems subside then you know it's your cooler.

IThe computes boots and in idle mode it will not hang or run slow. The fans will simply go into overdrive and the temp will go up to around 75 degrees at around 3% workload (measured with Coretemp). There are no errors showing up anywhere other than the "normal" Computer shutdown on overheating when I try to open a game, or stress the cpu otherwise. I've ordered a regular heatsink cooler yesterday and it should arrive today in the evening, so I will know whether its the pump of my watercooling (Since its fans are obviously running).
Will update once the new heatsink is installed.

Also thanks to krells for your answer, I will check the bios when I'm back home.
