Looking for a device that can fresh ip every few minutes

I was at his house but we arent that close. More of an acquaintant than a friend. iIRC he has a device that plug into his home comcast router. Every few minutes or so that device assigns new ip address to his laptop/smartphone. Not sure about the router though.

Your friend has a device that acts as a dhcp server that provides dynamic ip addressing and from what you described, the ip reassignment refresh rate is set to a certain interval

Could make any number of variations and probably find other similar scripts online.
As has been noted above - why?
Would need to have some limitations to avoid potential IP address conflicts occurring should the new IP address be a duplicate of another device on the network....

Having your internal IP address change every so often does not really impact your external identity (External IP address) usually if you're a consumer you are assigned 1 dynamic ip address by your ISP which refreshes every few days or so.

This does absolutely zero for that.
You're just changing the internal IP address.
No one outside your house sees that.
The public IP address given to you by your ISP does not change until they want it to change.
This is like simply walking into a different room in the same house, so that no one knows you're home.
You're still in the same house.
