Slow laptop. Please help!

Around this time last year, I purchased a laptop from Best Buy. Straight out of the box it was SUPER slow. I've tried everything i could to fix it. Reinstall Windows, basic factory resets, malware and bloat ware removals, etc. I dont know what else to do. Startup is slow, shut down is slow, everything about it is slow. It also randomly restarts itself.

AMD Quad-Core FX-98000P Accelerated Processor

1TB Hard Drive

8192MB DDR4 SDRAM

Windows 10

Take a look at your power management, the CPU temperatures and utilisation (in task manager). It might well be that such a strong processor suffers and throttles down due to heat dissipation issues. It is hard to efficiently cool a laptop. The smaller the enclosure, the more difficult it gets.
