Very high CPU temp idling after reattaching factory cooler:

Here's the data from my CPU at IDLE: (obviosuly chrome is open but other than that nothing, just started it up waited 2 min, then collected the data)

Any suggestions on what might be wrong? Eariler my CPU fan/cooler had fallen off and I didn't realize it so I was using my PC for awhile with 95 degree C temps.

Solution
Remove the old thermal paste and reapply the thermal paste and then reinstall the cooler.

Either the cooler wasn't in good contact with the CPU or the thermal paste wasn't fully covering the surface. Another possibility is that the fan isn't spinning. If that is the case, reconnect the fan to the CPU fan header on the motherboard.

I just took off the stock cooler again and I think the thermal paste has deteroriated.

Would this picture be indicative of that:?

If I buy the thermal compound from the link you listed, is there any other things ai will need, perhaps to remove the old thermal compound or something?

Is my CPU at risk now for perm damage or will it just keep throttling?
 
Iso-propyl alcohol (rubbing alcohol) will work fine. Use a piece of paper towel or a cotton swab to clean the processor off. Then apply a BB size dot of the paste in the center of the processor. Then apply the cooler straight down and secure. If the temperatures are still high repeat or replace the cooler.

Do you mean the CPU cooler? My GPU GTX 1080, is doing fine, and the main reason my perfomance is slow in games is because my CPU reaches 90 C quick, then thottles (or I think that is why, anyway). And yeah I was thinking about buying a new CPU cooler. What do you think of this one?

My other question is if its safe to keep using the computer even if it's constantly thermal throttling at 99C?

I don't really want to buy a new i5 processor because they are expensive, and I don't think I need it for gaming, so I want to prevent having to do that.

Yes. I'm sorry I didn't catch that typo. That CPU cooler is fine. Just about any aftermarket cooler is better than the stock cooler. Just make sure that it will fit in the space around the CPU and allow for the height of the cooler. You can check the specifications of your case for the supported CPU height.

The Artic Freeze offers increased heat sink surface area over the other two. So, it probably offers some extra cooling performance, but with increased size.

The Cyrorig offers similar results to the H212 EVO but in a shorter package.
