Bluetooth on Ethernet PC?

I have a PC with no wireless connections, just Ethernet. I also have a Xbox One controller with bluetooth capabilites. Is it possible to connect my Xbox controller to my PC using bluetooth without buying either a PCI Wireless adapter or a USB Xbox bluetooth adapter?

You answered your own question.

Your PC does not have BT.
You don't want to buy a BT dongle.
But you want to use BT.

With those requirements you cannot use BT on your PC.

Your system has no bluetooth.
I am not aware of any magic pixie dust to make it have bluetooth, other than spending a few $$ on a bluetooth adapter.
