Boot Loop. Tried almost everything. Please help.

The pc powers for about 2 seconds, then goes off, tries again for another 2 seconds etc. I've spent the last 2 days going through all suggestions I can find but to no success. Please if anyone can help me find out the problem that would be amazing.

These are my specs:
CPU: i5 2550k.
Motherboard: GA-H61M-S2PV.
PSU: FSP750-50ERN.

Things that I can rule out:
PSU works for my previous motherboard (GA-F2A55M-HD2) just fine.
I've tried most configurations of RAM, even no RAM, and still get the same boot loop regardless.
I've reset cmos, left the battery out and jumper on for over an hour, no difference.
Replaced battery just in case.
Attempted backup bios by unplugging the power cables and holding the power and reset buttons, but nothing happened.

Not sure if this is worth saying, but when I very first plugged the motherboard and cpu in, it didn't turn on. So I reset cmos, and it started this boot loop that I've been trying to fix since. All Im using is the cpu, motherboard, ram, psu and front panel connectors.
I'm currently stuck using my phone, so sorry if this text doesn't format as I intended.


UPDATE: I've tried the motherboard without a cpu. Still boot looops

Is this your first time turning it on? Or did this just start randomly?

If its a new build, your mobo might be faulty.

Do you have one of those little speakers plugged in to see if it beeps at you to give you an error code?

This motherboard and cpu were passed on to me by a family relative. He had it working before he got himself a ryzen setup. So this is the first time powering it for me.

I've plugged the speaker thing in. It works, as I've tested my old motherboard without ram to hear the beeps. Still boot loops without ram as I mentioned, with no beeps. But it may be that the motherboard might not stay on long enough before it turns off for it to beep?
