CPU is thermal throttling and need a new cooler, which of these is best and why?

These are the best options I found for my budget. I've been using the factory intel one since I built the PC first in 2013, and it seems like it just isn't helping anymore with idle temps at 70-80C and getting up to 99C under max loads.


Which of these should I get any why? Or no difference

THey are all around the same price, and I'd like to best cooling power for my intel i5 4950 CPU, to make it last as long as possible.

My vote goes for Cryorig H7. For one, it is called the "Evo Killer", so you can straightaway reject the Hyper Evo. And it should perform as good as, if not better than the Arctic Freezer.
