Is it still under warranty? if it is RMA it, it looks like there was a trace messed up when printing the PCB and when you plugged it in it caused a few traces to burn up. That's above the power pins too so it could damage your GPU enclosure too, I would stop using it as it could be unstable now due to it not being able to draw power from the slot, requiring it to draw more power from the PCI-E connectors, and an overclocked or beefy card would already be pulling close to what the power cables can handle.
