pc lost bootmanager after cut of power during retoration period ...cant read even the harddrive.i tried boot using disc it still give the same sms ''press ctrl,alt and delete to restart''

Your system is probably still trying to boot off the HDD instead of the CD/DVD.
You have to bring up the boot device menu at boot time (try pressing F11 or F12 when boot splash screen appears).
Select the optical drive from the boot device menu (using up/down arrow keys), then press <Enter>
Alternatively, go in to the BIOS Setup and set the optical drive as the first boot device.
