Stuttering when RAM usage reaches 50%

Hello. I have a weird problem with stutters at 50% (and above) of RAM usage.
Games runs fine when usage about 5-6GB.

My PC:
OS: Windows 10 Pro x64
CPU: Ryzen 7 1700 @ 3.4
GPU: ASUS STRIX GTX 1070 OC
RAM: G.Skill Trident Z RGB 16GB @ 3066 (2x8 Dual-Channel)
MOBO: Asus Prime X370-Pro
SSD: WD Green M2
HDD: WD Blue 1TB WD10EZEX
PSU: Chieftec Force CPS-750S

I'm already completed memtest for 4 hours without any error, tried stock settings, turning off page file, nothing.
But I noticed that even when page file is disabled, MSI Afterburner still show that it's using 15GB and RAM usage about 9-10GB. At this values games starting to stutter, for example: I shoot barrel in Just Cause 3 - Frametime stutter for a hundred milliseconds, and then it explodes, or hack the camera in Watch Dogs 2, or use a teleport in Final Fantasy XV and so on.

I really don't know what the hell is going on with my PC. I can play games comfortable if close all programs to reduce RAM usage and not let it to go over 8GB RAM and Pagefile but I paid for 16GB and want it to work correctly.

Please help!
