I have a 768p vga monitor
And i wanted to upgrade my graphics card. What would.be the best gpu in 2018 under.10000 rs.wîth vga suport

The best option for you under 10000rs. Is Nvidia gt 1030. It's fairly priced for its performance but you will need a VGA to HDMI adapter which will be around 250-300 rs. Nevertheless even with an adapter it's a worth buy for you.

Not many cards anymore support VGA, so you'll just have to get an adapter, most new cards support DVI so get one that fits your budget and get an adapter from DVI to VGA and it should work fine.https://www.newegg.com/Product/Product.aspx?Item=N82E16814932003&cm_re=amd_gpu-_-14-932-003-_-Product
this is an RX 560 for CHEAP Im not sure if its in your budget but it shouldn't be far off.

In india the rx 560 4 gb 16 cu is roughly 150 dollars and a hdmi to vga adapter with good ratings is around 5 dollars
