Not able to connect 2nd monitor but Windows 10 and Nvidia see it

I'm not able to connect 2nd monitor but Windows 10 and Nvidia see the monitor. Most resolutions of searches I've found are that people didn't Extend their desktop, but that isn't my issue. If I hook this monitor up via HDMI it works, but not Display Port. I want DP to work so I can run over 60Hz. I have swapped DP cables with a known good.

In Nvidia Control panel the monitor shows up (not greyed out) but will not let me select the check box.

In Windows Display control panel it also seems the monitor but has options greyed out (unselectable) on all options. Windows has "Display only on Monitor 2" but if I try to change that to Extend these displays, duplicate, or even only on monitor one it will "change the setting and then revert right back to show only on 2

I have tried reinstalling Nvidia drivers via GeForce Experience (clean install and rollback driver). I swapped a 1050 Ti in my PC and it does the same thing.

Windows 10 64bit Pro Build 16299.125
Geforce 960 (4Gb) / 1050Ti (see above)

Well, Windows monitor support is notoriously terrible with multiple monitor setups, I don't have an answer for you other than just run it over HDMI.
