Motherboard is Broken?

So my PC just turned off while I was using it and it won't turn on. I have tested every part up until the Mobo and cpu. I know it has to be one of those but I'm not sure which. When I power on my PC I hear a buzzing noise (not from Mobo speaker) sorta like an electrical buzz that is very quiet. The buzzing seems to come from the 24 pin connector. Even when I jump my motherboard I her the same noise. I also know that the Mobo is receiving power because my USB light strip lights up.

Things I have tried.

Reassemble the entire PC.
Multiple Ram sticks.
PSU I know that works.
Multiple outlets and cables for PSU

Everything is plugged in correctly.

Is the buzzing noise a sign of the Mobo working?

Specs

AMD 4core 860k cpu
Fm2a58m-vg3+ Mobo
Hyperx ddr3 ram
Evga 500w PSU

*My mobo does not have a speaker or a light

Sorry. The buzzin' is a sign of your either your MoBo or PSU (24V-line) being dead, if you ask me. Broken CPUs can and do happen, but are rather unlikely. You need another board to check your CPU, but i bet it's still working. And if not, the MoBo might STILL be dead.
