CPU is not reaching full perfomance

I have an i5 4690, the max. stock clock is 3.9Ghz

But it seems the cpu is locked on 3700mhz only! Idk why! I set everything to full on BIOS

It may be possible to change the BIOS settings related to TURBO boost so that the 1-core, 2-core, 3-core and 4-core loads are all MULTIPLIER values of "x39".

I'm not familiar with the BIOS layout but I had something like that for my i7-3770K which is set to "x44" all cores. I don't believe you need a "K" series to do this, but the top value you can choose is "x39" for 3.9GHz.

It's only going to improve applications by a maximum of 5% though but still go for it.

I am not sure why getting a better system is necessary. I have a 4690K and it's still a very capable CPU that can support a 1080 Ti. As you can see in the BIOS the CPU was at 3.9GHZ. The BIOS uses 1 core and it's at 100% load which is why some ask why the temp. is higher in the BIOS.

I'd check your power options. Just right click start, Power Options, change plan settings, change advanced power options.

The you can see various settings. You need to check on Maximum Processor State. Make sure that's at 100%.

I'd run http://www.majorgeeks.com/files/details/intelburntest.html with HwMonitor running in the background. When it's open(click Run) click on the Sensor thermometer. There you can see the min, max and current processor speed. Go ahead and change Intel Burn Test's test from Standard to EXTREME. Run it. You can then bring HwMonitor back to the foreground and see if the speed reaches 3900MHz. That limit may be affected by the game. Outside of gaming it may behave differently.
