Specs: i5-6500,Ballistix 8gb 2666hz ram,750w power supply,msi z270 sli plus, 1tb hdd, 120gb ssd

Just tried to build it everything is plugged in correctly but the top 2 led lights blink. When we unplugged the ram only the ram light was on we tried every ram slot still nothing. So I don't know what to do from here.

Cpu light blinks once then the ram light stays on for a little bit longer than the cpu light then it repeats the loop.

I can't think of a reason your system is not booting other than the RAM may just not be compatible with that motherboard. Unfortunately i think your only option at this point is to start over. Take the CPU out and look for any bent pins in the CPU socket, make sure the CPU cooler is mounted properly and double check all the wires from the PSU. Make sure all the slots and plugs are free of any dirt or lint. If none of that helps you may need to contact MSI to RMA the motherboard.

I was not sure because you did not have a video card listed in your specs. Did you select the primary graphics boot device in the BIOS?

* Initiate Graphic Adapter [PEG]
Selects a graphics device as the primary boot device.
[IGD] Integrated Graphics Display.
[PEG] PCI-Express Graphics Device.

You can also try booting with the video card in the 2nd x16 slot.

When I took everything apart to make sure everything was okay I found out that the motherboard has a lot of bent pins on it. So thank you for trying to help it means a lot
