one folder inside one of the partitions in an external hdd is inaccessible and displays data error.

I was moving files into the folder from another drive and it was so slow, then it stops and now it's inaccessible and i tried error checking the hole drive from the cmd and windows builtin error checking tools and even used third party tools to try and look for errors and there is nothing only that 750 bad sectors was found and there is no way to fix every error checking ends with and error.

So is there any other solutions to those bad sectors and access to that file ?

750 bad sectors is bad news I'm afraid. The drive is failing and the number of bad sectors will steadily increase until the drive becomes totally unusable - - truth be told it's unusable now since it's no longer reliable, so no longer suitable for data storage.

Any files on it that are inaccessible or corrupt will remain so.

Replace the drive asap - - stop using it now, it will make your system unstable.

If you need a particular file that won't copy, it's likely that the file has some bad sectors.

You might be able to clone the disk to another drive using a tool like ddrescue which is able to skip over bad sectors (guide here) and then you will be able to copy the file at least. Depending on the file type there may be a utility that can repair it afterward to handle the corruption from the bad sectors.
