what is the Top- Best Upgrade from Athlon II X2 - 260 if i am gonna keep using my DDR3 RAM in that new upgrade for low-mid gaming ?

i am now using GPU Radeon HD 7790
and planning to keep using 7790 in that new upgrade too...

Solution
Your HD 7790 should be faster than the Vega 8 iGPU. If you can afford the 2200G then it would be better because the G4600 is already on an obsolete platform in which the best CPU for that socket would be the i7-7700K (4-core/8-thread); while the 2200G is on AM4 and will continue to have new CPUs released for it.

One issue with the Ryzen 3 2200G is that it requires a bios update on the B350 motherboards. So if they don't come with the update you will either have to have someone do it for you or get a compatible CPU and do it yourself. AMD has outlined some options to cover that issue here - https://support.amd.com/en-us/kb-articles/Pages/2Gen-Ryzen-AM4-System-Bootup.aspx

I'm not sure if you need ATX or mATX motherboard...

i have "erased" Budget word in my post.

$300 as long as i can keep using my DDR3 RAM & i get my highest possible CPU Upgrade for DDR3 system
what CPU for top upgrade?
prefer to AMD ?
(2 RAM slots or 4 is not a problem)

$250 or so will buy you a G4600 cpu, a lga1151 motherboard and 8gb of ddr4 ram.

Your dual thread X2-260 has a passmark rating of 1878 and a single thread rating of 1075.
The single thread rating is important for most games.
The G4600 has 4 threads and a passmark rating of 5218 and a single thread rating of 2057.

The nice thing is that the lga1151 motherboard allows upgrades to i3/i5/i7 processors.

No sense in persisting with ddr3 ram.

No, if you're getting a new motherboard but sticking to DDR3 you shoud go Intel. AMD was quite a bit behind Intel in IPC (instructions per cycle) with their CPUs from ~2010-2017. Only with AMD's new Ryzen CPUs have they regained their respect in the gaming arena. And with Ryzen you will need DDR4.

The few newer socket motherboards (Intel) that had DDR3 comaptibility were meant for low power DDR3 and all the motherboards have basically sold out or sell for high prices, same thing with the older socket DDR3 motherboards.

So, if you want a DDR3 motherboard you will have to buy one used. And with that it would be better to buy a used CPU also. There are still some really good Haswell (2014) CPUs and motherboards that can be found for decent prices on eBay. They perform just as well as AMD's new Ryzen lineup as far as gaming goes.

i5-4690K $149.99 (GOOD PRICE!!) - https://www.ebay.com/itm/Intel-Core-i5-4690K-3-5GHz-Quad-Core-BX80646I54690K-Processor/323132613247?epid=197367348&hash=item4b3c34627f:g:KgsAAOSwN7pamMIl

i7-4770 $189.95 - https://www.ebay.com/itm/Intel-Core-i7-4770-4th-Gen-3-4GHz-8MB-5GT-s-SR149-LGA-1150-CPU-Grade-B/282875388416?epid=1607564372&hash=item41dcafe200:g:s6oAAOSwz5FamJ8a:sc:USPSFirstClass!72021!US!-1

i7-4790K $259 - https://www.ebay.com/itm/Intel-i7-4790K-BX80646I74790K-Quad-Core-4-0GHz-LGA1150-Processor/372245712361?epid=197284894&hash=item56ab92cde9:g:KukAAOSw-NFaoLDI

Asus Z97-A Motherboard $100 + $9.85 shipping - https://www.ebay.com/itm/Asus-Z97-A-Motherboard/263544807721?epid=216050153&hash=item3d5c7ea129:g:kQQAAOSwSz1apcUe

MSI H81M-P33 - $35 https://www.ebay.com/itm/MSI-H81M-P33-Intel-H81-Micro-ATX-Intel-Motherboard/173197365906?hash=item28535e1292:g:ZTgAAOSwQbdancoW

I listed the cheap motherboard in case you wanted to get the i7-4790K and a motherboard, but you cannot overclock on the H81 chipset. You would likely need a good cooler for any of these options.

CPU Cooler: CRYORIG - H7 49.0 CFM CPU Cooler ($34.89 @ OutletPC)

Ah yes, I would agree with you. I spent so much time looking for good LGA 1150 stuffs. :/

Always better to buy new rather than used.

Thankyou so much @volkgren @geofelt

G4600 cpu uses DDR4 ? if using DDR4 system,should i rather pick Ryzen 3 2200g than G4600 ?

what if i buy Ryzen 3 2200G + using my Radeon 7790 ?
will it be Contra-efficient to The ryzen 3 VEGA 8 iGpu ?
