I7 3770k of to 4.8 ghz vs i7 8700k? I have my 3770k delidded and oc'd to 4.8 ghz on air. Would there be any real difference upgrading to a i7 8700k if I only had to spend around $150? This is for gaming mostly, using a 1080 ti for 1440p or 4k.

For 8700k, you need the 8700k, a new mobo and a new RAM kit.

Normally, The upgrade from 3770k to 8700k can be worth the price and also can be not worth the price, it depends on what you are doing.
For gaming, some games do performa better on 8700k but for most games, your 3770k should still be doing quite ok.
If you are buying 8700k+monbo+RAM using the normal price, I would not do this, the performance gain is too small for the price.

However,
If you can sell your 3770k+mobo+RAM with good price and buy 8700k+mobo+RAM....if you can spend only USD150 in total, I would hit the buy button!
The performance gain you get does worth USD150.
You did mention USD150. I just assume you can sell your old parts for extremely good price.

After I sell my 3770k and motherboard (also 32gb of 2133 ram) I would only need $150 for the 8700k, motherboard, and 16 gb of 3866 ram. So I'm guessing it's worth it? What kind of performance gain should I expect?
 
Yes the i7 8700k is a good bit faster especially OC'ed, but it does indeed matter on what you do with it, if you are going to game at 4k then there will be no difference since the gpu will be the limiting factor, even at 1440p some games there will be little to no difference and some there will be, but the i7 8700k will ofcourse be more future proof and will last you longer.

If your Win10 is bought, transfering should be no issue at all.
If you upgraded your Win7 or whatever to Win10, your ability to transfer is depending on the old license type (OEM or full retail)
Even if you have OEM, in some countries you can still transfer the license, the local law overwrites the normal Ms. Windows agreement. However, the reactivation can only be done via phone call to Ms. customer service.
