How many watts?

I am making a Ryzen 3 1200 build, which will have a RX 460, MSI B350 Gaming Pro, and 8GB 2133 ram (no overclock probably.) What power supply should I get? Could I go with a 450w EVGA one, but it is 80+bronze, or be safe and get a 600w regular 80+ standard? Would the 450w one be good enough if I overclocked the Ryzen (3.8gHz preferably.)

450 watts is more than enough for that system.

Make sure you get a good PSU from a good vendor such as EVGA, Corsiar, or Seasonic. Not all PSUs are created equal and faulty PSU can damage your rig.

Additionally, I am not sure if you have ordered the RAM, but you should look at getting some higher speed RAM. I would look at 3000mhz or higher instead of the 2133. Ryzen scales well with high speed RAM and it will make a difference. Also, you should get a 2 stick kit (2x4gb) instead of 1x8gb. You have a dual channel board and if you only use one stick of RAM you will run in single channel and it will hurt performance due to the way Ryzen scales with RAM.

Here is a good PSU from seasonic to pair with that build

The 520 watt is cheaper due to a rebate. I don't know where the OP is from and the rebate may only be offered in the US. I agree, I would go with the 520 watt PSU and take the rebate. But 430 watts will be plenty for that system if that is the better buy where the OP if from.

I can go like $35 max on the PSU (no rebates appreciated). This is the one I’m looking at currently, seems like it would be fine. I tried out some power wattage calculator websites and they all seem in the range of saying of getting 450-500w.

The 430 is 3 bucks lower after shipping from Super Biz. Even at Super Biz it comes with a 15 buck rebate so really no clue what your saying.

PSU caluclators are very bad.
65 watt CPU
75 watt GPU
Less than 60 watts for the rest.
200 Watt PC.
The bad thing is in your price range all you can buy is a low quality pile of junk.
You need to spend a bit more and buy a decent PSU.
44 bucks after shipping.

What I am saying is not everyone can buy from Superbiiz. Maybe the OP does not live in North America? Or maybe he does who knows?. I have found that a lot of people who ask questions in the morning on Tom's Hardware are overseas. I assume because it is evening there. This was one of the first questions I saw this morning.

His original question was how many watts does his system need. We both agree that 520 is more than he needs and a 400 watt PSU would be plenty. But I recommended a 520 watt PSU, he might thinks he needs a 520 watt PSU when in reality he only needs a 400 watt.

But I digress.

It does not matter, it will be hard to find a quality PSU out the door for $35.

OP, don't just think about the here and now, also consider what upgrades you might make. PSUs generally perform at their most efficient between 50%-60% load but there's nothing wrong with going overkill on wattage.

Tell us where you live and we can make proper recommendations, otherwise we're just making assumptions.
