Graphics card problems

hello i just put my new pc together. and the graphics card reatches over 83C. and when i overclock it to be colden than 70C it stays the same. The card is a MSI GTX 980 afterburner 4gb. : https://www.newegg.com/Product/Product.aspx?Item=N82E16814127838
I hope you can help me solve this problem

Install MSI Afterburner. Then configure a more aggressive fan speed curve.

You make no mention of you case or cooling fans used for the case. It could be an airflow issue. Try running it with the case open and a table fan fan blowing on it.

Since it is new. I assume it isn't dusty.

its not dusty i puted my hand in it and the airflow was good! il try some more fan overclocking then thanks!
