i7 7700k low FPS in games!

I've got an i7 7700k and a GTX 970 running on an ASUS maximus viii (8) HERO.

The problem im having is that in overwatch im getting 150 FPS with the CPU on stock, it'll even drop down to 80 FPS in heavy fights. This is all with the settings on the lowest. HW monitor shows that my GPU is basically bored, and it's running at proper clock speed aswell. The CPU is maxed at 90-100% usage in game, and that's without running anything in the background.

Is the 7700k just not as good as i think? I've seen alot of people with 1080ti's complaining about the same thing, is it the intel security patch reducing performance?

I've overclocked it to 4.9 Ghz and Delidded, with that i get 200 FPS, it just seems like 150 FPS is low for a stock 7700, especially in a game like overwatch. When im overclocked the bottleneck moves to the GPU, except at times where it's still maxed, usually it's at 70% however. The temps are sitting at 50 C in game, and if i really push the cpu in the latest version of prime95 it reaches 90.

This is frustrating as i play in 144hz, and when the frames drop it's really annoying. I also stream sometimes, and the CPU being at such high usage right off the bat means that it's hard play + stream at the same time.

I watched a benchmark vid with this CPU and a 1080, and the FPS just stays cranked at 280+, with the cpu being at 50 usage max. I don't understand why my CPU is underperforming.

The problem is that all the benchmark vids with a 7700k stock and a GTX 1080 shows the FPS never even daring to go below 280, and CPU usage is at a comfy 50%.
 
Streaming at the same time adds considerable CPU load...

Might be unrealistic to expect to play at very high framerates on a 144 Hz monitor and live stream with a 4c/8t processor, which is one thing that the higher core/thread counts are faring a bit better.

Perhaps try performance mode in power plan settings, and perhaps XMP/MCE modes on in BIOS if applicable, to see if that allows maintaining constant 4 cores at 4.5 GHz as it should. (monitor HWMonitor to confirm correct clock speed ramp up)

The 1080 is sitting at very low usage in the benchmarks, still pushing 300 FPS, same for the CPU being at 50% usage. Where as when i have EVERYTHING at the very lowest, even render scale, which would move the bottleneck from the GPU to the CPU, my cpu is still stuck at 80-100% usage in game. It just seems weird that people can pull almost 100 FPS more than me with the same CPU, and at higher graphics settings.

Now i have sort of alleviated the issue by OC'ing to 4.9 Ghz, but i still cant shake the feeling that my CPU might be underperformin. My ram is also at 3000Mhz, so the system should be in top condition. The PSU is a corsair RMX 1000Watt.
