Locked or Dead PCI-E Slot?

I recently got a new computer, I have had it for about 5 months now. I got it for free so i'm not too worried but I'm wondering if its the top slot on my motherboard or its BIOS locked. I'm using an A8-5500 Quad-core with 8 gb's of DDR3 1600mhz and an OEM board. I have an HP Pavilion p7-1534 deskop and I recently decided to get a dedicated GPU since it has an open 16x slot. I bought a GPU and popped it in and I got a beep code, I don't remember how many beeps but it was for expansion card failure, the fan on the card spins up to full speed but theres no video outs. I thought it was the card because I got it for cheap on eBay, but I put it in my old system and that one boots just fine and has video outs and everything, I tested the GPU by pinning it at 100% by mining on it for awhile and it didn't crash or anything and the drivers installed just fine. Wondering if the slot on my board is dead or if it's something BIOS or software related locking the slot, since I can lock all my PCI-E slots in the BIOS.

Ha, yeah I know, I'm still keeping this I just want to figure out what's happening.
Edit: Also I forgot to mention this over there but that PC was for a friend not me, My wifi is that slow I wouldn't be able to get much higher FPS in any games or download anything very fast.

Check your mobo for labeling near the slot you are referring to. Some OEMs limit the wattage of PCIe slots to only work with lower end GPUs (that don't require as much power as a "regular" GPU). These slots are often only rated for ~35w vice the normal 75w. You may have such a system.

I thought of that, there's no such markings, even then I bought a cheap little GPU that probably wouldn't exceed that power limit anyways with a power draw of 19 watts.

That GPU should certainly be compatible. If the GPU works elsewhere, then the mobo/slot is the issue. See if you can borrow a GPU from a friend or family member to test with. Good luck.

I wish, i'm the only one of my friends and family that knows anything about computers, only person is my cousin and he need's his PC there's no way he's letting my take out his GPU.

The onboard video chip in the A8 CPU you have is faster than the Radeon 6350 you got.

I am aware of that, I just bought it for cheap to confirm the slot works before spending a lot on a GPU. Also, since I'm using an OEM board the BIOS is crap, its an HP, because of this the APU is running at default with 512mb's of VRam instead of 2gb's where it should be. My system has plenty of ram to spare its just I can't change that setting. I'm considering getting a new FM2 motherboard that has an overclocking capable BIOS since I can then change the VRam limit in system Ram. So sine it's limited to 512 mb's VRam, the card I bought was actually faster in most cases.
