All ports closed after dynamic external IP change

Hi, I have a portforwarding problem that I have been trying to fix since 4 days when my external IP (that my friends use to join my minecraft server) changed at around 8 PM and since then all ports are closed and nothing seems to open them. I tried closing and opening the ports, unchecking some options of the router page, rebooted the router (and all ports got deleted btw, created new ones), called my ISP to see if they could solve the issue, they said yes, just turn off the router 5 minutes, we got it, but still, ports closed, called my ISP again to ask if they have my ports blocked, and no, they don't have anything blocked, I did the portmapper thing too, used PortQRY (managed to get the port 25565 listen, before it happeared not listening and filtered), but still, seems that all external incoming connections are blocked somehow, i have all firewalls disabled, router and windows, no anti-virus or anti-malware installed, even rebooted my PC and installed a new OS (Windows 10)... but still... closed...

Canyouseeme.org gives me a Timed Out (with the server running)

My router model is a Sagemcom F@ST 3686 v2 TLC
External IP: 200.125.74.82
Local IP: 192.168.X.X

This is giving me so many headaches trying to figure this and is really time consuming, and sorry for my bad english and my ignorance about this, i'm new in portforwarding and all this stuff, please help!

Sorry, had to take care of something. Port filtering is for blocking things out, so you don't need that.

For Minecraft, you only need port 25565 TCP (or TCP/UDP). I have had poor results with checking Minecraft servers with canyouseeme.org. I prefer to have a friend try to log in or check from a phone the is not on WiFi if you have the mobile version.

Things to check ... Log into your router and check the WAN port address ... It should match the 200.x.x.x address you listed. Check the IP address that you are forwarding to (192.168.1.3 ?). Is your computer still at that address? (Use ipconfig from a command prompt to check).
First off ... edit your post and change the last 2 digits of your public IP address to XX.

Second, you should not have to change any of your port forwarding information on your router .. your friends just have to use the updated IP address. Are your friends using a short cut or server list to access your server? The information they are use could be out of date.

So ... 1 ... if you remember your old setup, enter it back in the way it was.
2 ... tell your friends to use your current IP address.
3 ... read about DynDNS ... it lets you give your server a name (like myfunserver.no-ip.com) and it keeps the current IP address updated in it's database.

I edited my post, thanks

When the IP change happened, i didn't changed anything at all, i searched the new IP and gave it to them, but they couldn't connect, all ports got closed, and since then I couldn't reopen them. I did the router reboot later (I only forwarded the port 25565 and 27015).

1)= Does.. for example, the port 25565 need another port to work? if yes then i will try to remember some of them, the list is empty tho, but everything works fine (google chrome, discord, steam, spotify, etc), only that it rejects external traffic.
2)= I told them when the IP change happened, my old IP was 190.55.157.16, now is 200.125.74.82.
3)= I could try that but at the moment the problem is something blocking external connections, i think.. Is there some program to see what is blocking them? All my firewalls are disabled, my ISP ins't blocking me, and the problem persisted even after I rebooted my PC and installed a new OS, that's what's driving me crazy, what it could be, or maybe i'm doing something wrong in the forwarding? Maybe I need to edit Port Filtering for example?
