i have a problem with my computer where my download rate will only reach about 94 mbps, where as i pay for 150 mbps.
the problem i have is my phone (pixel 2 xl) has no problem getting 150 down and 173 up
(side note not sure if its related or not there are network problems when i plug directly in example i cant upload anything or connect to most game servers)
i tired different cables, different lengths, different computers, i even bought a pci-e network card, no matter what i can only draw 94mbps out of it

Solution
You should have either of the following:
1) Router with Modem built-in, or
2) Router with Modem separate

Either way the Router itself is the issue apparently. That box has both wi-fi and Ethernet internally. So if wi-fi is working full speed, and Ethernet is not then it's a physical problem with the Router.

*BUT...
If you mean Mbps (MegaBitsPerSecond) that's 18.75MBps (MegaBytesPerSecond) which is frankly GODDAMN FAST. My connection is 1.3MBps and fast enough for Netflix.

60Mbps/7.5MBps is what NVidia recommends for 1080p/60FPS game streaming from its servers.

*Additionally, that seems pretty fast for a wi-fi connection between the phone and Router. If you can DOWNLOAD at 150Mbps then you must have that bandwidth available between...

And make sure it's Wi-Fi not through the cell network that is the phone.

If I've misunderstood please explain.

ETHERNET with Cat5e/6 assuming Gigabit network is limited to roughly 115MBps... unless the local hard drive is too slow even for that. So if copying a big file there are three main reasons you might slow down:
a) hard drive speed, or
b) server speed, or
c) ISP throttling

You can simply TEST though with "SPEED TEST" which I've found pretty reliable to handshake and see what performance you should get. It won't use the HDD/SSD so any issues in performance would be:
a) server doing test
b) ISP
c) Router problem?

Solution
Having said all that, if you can't UPLOAD that's pretty odd especially if you can download. That seems more like a SETTING issue in the router since physically upload and download shouldn't matter.

Maybe investigate if there's a FIRMWARE upgrade, but even if not you may want to reset to factory defaults (note the wi-fi password first and any other settings that may matter).
