Both would be at 1080p and 60hz, i just need the minimum specs in order to use this effeciently the cheapest. I dont play much but i do a lot of work and i only ever play overwatch

You want a 1440p card? A GTX 1070 or higher. A 1070 will give you 50+ FPS with max image quality in pretty much any game out there. If you want 60+ FPS with max settings then you need a GTX 1080. At 1440p and 144Hz you need a 1080 Ti.
This is about 10 threads about the same thing. Please stop. As I showed you in one of the other threads your 1050 Ti will be fine for Overwatch.

My friend is offering to sell a z170-a mobo with a h100i v2 cooler for $40 and i5 6500 for about 150 should i get it considering all i would need then is ram?
That's a locked CPU so you don't need a cooler like that. It's just going to be noisy. You're really better off with a cheap i5 8400 setup. The 8400 has 6 real cores and pretty much equals or beats a 7700K for gaming. The 8400 also comes with a stock cooler that's fine.
Right now there are only Z370 boards that support the 8xxx series. Cheaper boards should be out soon but this is a pretty good deal. Also new with a warranty if you can afford it.
