RX 480 8GB Extremely low usage and fps in CS:GO

I'm having a problem with low usage and fps as titled.

Everything was running fine up until today, when instead of 400fps, when i played csgo i was getting under 200fps...

My current rig is:
CPU: i7 4790 @ 3.9Ghz
RAM: 16GB DDR3 @ 1600Mhz
GPU: XFX RX 480 8GB Black Edition
MOBO: MSI H81M-P33
PSU: EVGA 500W
OS: Windows 10 Home Edition 64bit

And yes I am running the latest drivers and have already reinstalled them twice with ddu...

Have you tried the following steps?
1. Make sure your cpu isn't bottlenecking the gpu
2. Remove old dirvers and install newest drivers from amd's website
3. Make sure you plug your monitor into your gpu's port
4. Reseat your gpu if possible.
5. Reset your cmos.

also do not forget:
1. make sure your proc and gpu are working on performance mode and not on energy saving mode
2. make sure you do not have unnecessary programs running in the background, disable unnecessary stuffs from autostart
3. scan for viruses, malwares, etc.

Have tried all of the above... And it's only happening in CS. the cpu definitely isn't a bottleneck cause it's a f***ing i7

Not really, CS:Go needs faster single core performance rather than having more cores.
I duuno if 4790 is the bottleneck or not for CS:GO.

turn off amd radeon chill and frame rate target control on amd gpu driver
