Should windows processes be hogging up GPU?

So, with the recent GPU tab added, I've experienced a noticeable decrease in performance in both my games FPS/stability, and my experience using the computer. It has done things it never has before - like being unresponsive for a few seconds.(It is relatively new, a few months old computer)

One thing I've noticed is that the computer runs slower when GPU usage is higher - and sometimes the GPU is being used by windows processes. Is it normal that 5-20% of the GPU is being used by window processes such as system, Client server runtime process, the search function and so on.

I have a the 1060 card.

Here is what mine looks like, I also have a 1060 using Win 10 pro 64. That is with four chrome tabs open, nothing else running. The system process jumps around between 0% and 2%.

5% is probably normal, but certainly not 20% background usage while playing a game.

Something might be up with your windows install if you suddenly saw a a noticeable decrease in performance like that. I'm not sure what would cause an increase in GPU usage like that. What does CPU usage look like at idle?

Whats your monitor resolution? And do you have the 3gb 1060 or the 6gb version? This could be important because if you have a res higher than 1080 and you use the 3gb version, the gpu just cant handle it.

I have the 6GB. My % use is very similar to yours, it jumps to >10% sometimes if I do things but not when idle.

Is there anything I can do to try and get to why I've seen a performance decrease?

Are the drivers up to date? maybe a windows update with old gpu drivers is pushing it. Do you run anything extra in the background other than windows processes?

I updated my GPU, and even reinstalled the latest update to ensure it wasn't the cause. I haven't updated my Ryzen 1600(I don't know how), I updated my motherboard just now.

Did you get the 1060 used? Mine averages around 7%, so yours is only a bit higher. I don't know about the stuttering, can't help you there.

Which processes take most of its utilization? I honestly can't help much more without looking at the computer. The best thing to do is just do some research, consider everything that might be affecting performance. It's not a severe issue, if it reaches almost 30% power then you have a real problem. Many people deal with ghosting, which is like this. its where the gpu supplies too many frames to the monitor and the monitor displays several frames at the same time and you get a warped image.
