Computer shutdown due to failure of CPU cooler

While righting this request for help I had to scrap what I had written due to the an update.

Main question: how can I see what damage has been done to my CPU/ other components.
Computer 7700k intel, 16gb ram, GTX1070, ASROCK Z270 Killer SLI, 650 Power supply

Problem: CPU shutdown during a game and refused to turn back on for ~15m. I attempted shorting the power switch with no luck. The whole time the motherboard was showing lights so I knew the PSU was fine. After writing the original request for help, i decided to replug the PSU and give it one more go during which I had success with booting of the system. The problem appears to be a broken liquid cooler which was only using 1 / 2 fans for cooling. It is my guess that the shutdown was due to overheating so back to the main question of how can I analyze what if any damage has been done to my hardware and should I attempt to salvage the current cooler that i have?
