How to know if my CPU is Throttling?

I recently started playing this game that seems to be extremely CPU intensive, taking my temps up to what seems about 71C on my AMD A8-6600K CPU. Though if I just keep playing the game, it seems the temps and CPU usage slowly go down and the CPU temp seems to go down to around my average temps for gaming at around 64C.

This is good though it makes me wonder if my CPU is possibly throttling due to overheating and I just wasn't aware of it. I only wonder this due to those random decrease in temps after playing the game for a bit, as well as the decrease in performance from the game.

What I was mainly wondering is if I can check if my CPU is Throttling using the Task Manager performance tab or do I have to use some program to check?

(This is not while playing a game, this is when my computer is ideal. The main difference in this performance tab while playing the game is that my CPU speed goes above the maximum speed, going up to 4.06GHz)

Then your CPU is lacking an on-die DTS (i.e. Digital Thermal Sensor).
You can download and run the freeware utility HWiNFO to monitor your CPU temperature. The following is an example of what I see for my CPU. Yours may differ.

Is that bad? Surely that would mean I wouldn't be able to get temps from the CPU right? though I can with AMD Overdrive and Speedfan
 

It's not bad. It's just that you don't get as much thermal performance information.

The temperatures you see in HWiNFO should be the same as what you're seeing in AMD Overdrive.
