I'm not really that up to date with the used market, but in that price I think you can find a system with a gtx 750ti witch is a nice budget card. Another important thing, make sure that the system has at least 8gb of Ram, the speed is not important.

Yes it will run, very poorly and you need to close any other program open, but it will run. My advice, avoid any Gpu from Nvidia with the last two digits "10", ex 710,610. These are at the bottom end of any generation and in no way are meant for gaming. There are more display adaptors than gpus. A lot of integrated gpus are faster then those.
