GTX 1050 ti locked to 780mhz

My GTX 1050 ti is locked to 780 mhz and I'm not sure how to fix. I have the latest Nvidia drivers and the GPU is running at 100% in games. I have tried changing the core speed in msi afterburner with no luck and i have also tried resetting the computer. If someone could help me with this issue it would me much appreciated.

I cannot explain but i know the principle of why.
Because if its rated for 1752 the effective is 4000 (around 4000).
Sorry but i forgot why :|
"Memory 5400 MHz (effective)"...........the GDDR5 clock is 1350MHz, GDDR5 is quad pumped (DDR3 is double pumped), so 1350 * 4 = 5400"
