Do I have a faulty gpu?

I've noticed my gpu fans often just don't work. To elaborate, when I'm playing a game that might be demanding of the gpu and cause it to build up heat I'll notice the fans are stuck trying to start up. (I'll see them trying to run, but they just don't) I have to give the fans a flick with my fingers to get them running. Is that a really bad sign?

I've also noticed I get fps dips on games I should be running fluidly. It's only on some games. Should I replace my gpu?

Hey, It's a gtx 1060. I bought it new from amazon but its product key got cut out from the box.

 
How much did you pay and can you take pictures of it(physicall card for inspection that you didnt buy knockoff), if you can RMA it.
Because the fans shouldn't act up as "stuck" if your description is correct.
Usually there is 0 fan mode for most of models where GPU's fan doesn't start up till 60*C
